Located on the northern part of Penn Cove between Oak Harbor and Coupeville, Rolling Hills/Glencairn is a neighborhood that features affordably priced homes and amenities like a pier, community clubhouse, pool, and athletic fields. The neighborhood is located next to Highway 20 and has fast access to Oak Harbor in the north and Coupeville on central Whidbey Island.

3 Sisters Beef, a local, family-owned farm, has a store in the old San de Fuca fire station. Fort Ebey State Park provides hiking opportunities, a great view of the Puget Sound, and the added bonus of watching paragliders launch from the park during calm, warm, sunny afternoons. The neighborhood is also located next to Ebey’s Landing National Historical Reserve. Rolling Hills is also centrally placed between Oak Harbor and Coupeville.
